Research Fellow, Bachelor of Engineering, Master of Laws, PhD in International Relations from Tsinghua University, Visiting Scholar at Sciences Po Paris, and Research Fellow at Tsinghua University Center for Overseas Security Studies. He currently serves as Director of the Industrial Economics Research Institute, International Economic and Technical Cooperation Center of the Ministry of Industry and Information Technology (MIIT).

He is chief editor of 2025 Annual Report on Chinese Enterprises’ Cross-border M&A and China Industrial Design Development Report (2021). His monograph Economic Sanctions: Balancing Effectiveness and Humanity was selected for the “2019 Top 100 Good Economics Books”. He has presided over and participated in multiple research projects commissioned by MIIT and the Ministry of Commerce. His research achievements have twice won the First Prize of “Excellent Research Achievements in Industry and Informatization”.
